Images missing from forum panels:

Made a typo and also find no custom error documents.  Recommend adding custom error documents to your .htaccess file in root and disallow directory browsing.

is there an easier way to fix the directory browsing other than droping a blank index file in each one? i'm sure we have a ton of them that are missing one and finding them would be a chore. is this another job of the .htaccess file?

Yes.. first lines of your web root .htaccess file should contain your error document handlers and directory browsing permissions.  (of course the error documents need to exist) For example:

ErrorDocument 404 /404.php
ErrorDocument 403 /403.php
ErrorDocument 401 /401.php

Options -indexes
