The toothpaste thing they talk about in the comments worked for me sort of, I watered it down and applied it to the CD then placed it in my disk doctor who's polishing wheel has seen well over 400 CD's and it was almost like having a new wheel.

Anything that can remove or "soften" plastic should work as it will remove small layers of plastic. The problem is getting a very flat surface or minimizing the "overscratching".

I use a mixture of bleach and ammonia to fix my scratched CDs

I use a three part cleaner/descratcher designed specifically for plastic. It will take all but the worst scratches out of a CD. I had to use it on my Total Annihilation disk 2 last week. I couldn't believe how scratched up it had become. Looks like a new one, now.
Don't use alcohol to clean them, though. Alcohol can fog some plastics and that would make he CD completely unplayable.
The above (both paragraphs) applies to DVDs, too.

what is this three part cleaner descratcher that you use? It's called the Novus System. It's three different polishes with different grit sizes. I've taken really scratched up CDs and made them look new again. They worked flawlessly. Got the CD for nothing and can now use it to rip and store. Here's a place that sells it.
