It would be called Just Cause,

Shoot, drive, aviate, explode and fight your way through twenty brain-sizzling levels in a limitless world of high-octane no holds barred free-roaming action gaming!

Things are about to get hot in San Esperito, very hot.

The Official website has no news of a release date but according to Computer Gaming World magazine it's set for January 2006 but some other sites say it might not be till March 2006, keep your fingers crossed!

Looks pretty good, though I'd like to see gameplay from the charecters prespecive too. The only UI I've seen is a mini map when flying a plane, I'd like to see what it's like for people, though I'm guessing it'll be pretty minimalist.
